POLITICAL ISLAMSOCIETY

From political marginalization to ideological renewal: Muslim Brotherhood’s struggle for relevance

We examine the Muslim Brotherhood’s (MB) current strategic shift, characterized by a move from direct political engagement to an emphasis on ideological renewal. Following years of political marginalization, leadership fragmentation, and external pressures, extremist organizations within the ideological orbit of the movement are working to redefine the concept of Islamic civilization. This redefinition aims to restore socio-political relevance and internal cohesion.

Historically, the MB has adapted to transitional periods by emphasizing civilizational revival, blending traditional Islamist principles with modern governance concepts to maintain ideological relevance and appeal to broader audiences. Recent developments indicate that factions within the MB are seeking to reposition the extremist movement as an alternative and legitimate representative of Muslims by emphasizing a return to foundational Islamic principles. This effort to revive its ideological identity is aimed at creating a framework that resonates with its followers and offers a clear alternative in majority-Muslim societies.

The Brotherhood’s strategic recalibration follows significant setbacks, including the 2013 ouster of Mohammed Mursi and the 2020 arrest of Mahmoud Ezzat. These events marked a period of chaos, internal power struggles, and a broader phase of introspective reformulation. While the period immediately after the Arab Uprisings was characterized by open political engagement, the current phase involves theoretical and theological reformulation, aimed at consolidating the Brotherhood’s ideological identity and adapting to changing contexts.

The concept of Islamist revivalism has been central to the Brotherhood since its inception, with its founder, Hassan Al Banna, emphasizing the restoration of Islamic values as the only path to reviving Islamic civilization. Islamist revivalism, broadly understood as a return to fundamental Islamic principles in response to moral and cultural decline, has long been a feature of Islamist movements, including the MB. Recent efforts reflect the MB’s historical quest to redefine Islamic identity while addressing contemporary challenges.

The Brotherhood’s reduced visibility does not signify diminished relevance. Rather, it underscores a strategic recalibration, potentially paving the way for future ideological and operational resurgence. However, this recalibration raises critical questions about the movement’s trajectory. Can this phase be seen as a substantive shift towards emphasizing Islamist revival over direct political engagement? Will these efforts lead to internal cohesion or further fragmentation? And can this ideological strategy resonate with its militant base?

This study explores the evolving theoretical and theological framework advanced by factions within the MB, analyzing whether this approach strengthens internal cohesion and restores the movement’s status. By examining the work of MB-affiliated institutions, it seeks to understand the implications of this chapter for the Brotherhood, the wider Islamist spectrum, and the political dynamics of the Middle East. Understanding these shifts is essential for comprehending their broader impact on political Islam and the MB’s future trajectory.
